LNK wins tender to build University of Latvia's Academic Center in Riga
The other bidders for the project were Merks, Abora and Skonto Buve. Initially the procurement commission picked Abora's bid, but the other three bidders filed complaints to the Procurement Monitoring Bureau, which said that the bids had to be examined again by the procurement commission.
The bids were appraised based on the design and construction costs, guarantee for the facility, the projected construction deadline, engineering system and equipment maintenance costs and other aspects.
In the meantime, Skonto Buve has said that the tender was rigged and that it will not be funded by the European Union and it will eventually be financed with money from the state budget, which is why the company has decided to file a complaint with the authorities, including the European Commission and Latvian Criminal Police said Skonto Buve CEO Guntis Ravis.
He said that the tender regulations were drawn up so that the cheapest bid would be rejected.
The maximum funding available for the project is LVL 15,783,464, excluding
value added tax.
This amount includes European Regional Development Fund financing of LVL 13,463,701, state budget financing of LVL 1,055,581, University of Latvia's own financing of LVL 1,264,182.
The University of Latvia is planning to build a modern Academic Center in Tornakalns - a complex of several buildings that would provide comfortable, functional, economic and viable study and work environment.
