At the shareholder meeting held on 21 December 2009 the shareholders of JSC Energy and Water Transport approved the Daugava basin economic development strategy elaborated by an economist Uldis Osis and made the decision to increase the equity capital of the company by 50% within the two month time, reported BC Eizens Pocs, JSC Energy and Water Transport Chairman of the Board.

The business idea elaborated by Uldis Osis is based on the economic development of the Daugava basin by implementing various business projects on its territory. As an investment base for the Daugava basin a construction of electric power station has been chosen, as well as the development of waterways in the perspective. Nowadays, the Daugava basin hosts such economic centers as Riga, Jekabpils, Daugavpils a.o. The recently implemented municipal reform has led to higher concentration of resources and thus will contribute to implementation of larger community projects and greater support for business. In its turn, there has the Riga economic region evolved in and around the capital, which continues developing and consists of strongest counties of Latvia.

Under the initiative of JSC Energy and Water Transport at the fifth meeting of the Latvian-Belarus Intergovernmental Commission (IGC) on issues of economic, scientific and technical cooperation, which took place on October 14 and 15 in Liepaja, Latvian and Belarusian parties reached an agreement to form the working group to carry out a thorough research of the project, including the regional infrastructure development opportunities in the fields of energy and water transport, the Daugava River technical capacity and other significant data. The first meeting of the working group is planned for the beginning of the next year.

The JSC Energy and Water Transport management team has already begun negotiations with different social organizations and regional municipalities lying along the Daugava River, in order to inform on the project, explain the benefits and gain support for the project implementation. The team hopes to inspire by its actions other businessmen to participate in the consolidation of the national economy.

Inland waters have always been one of the most important factors of human development, starting with the ancient Nile and Mesopotamia. Nowadays, the European Union is implementing the inland waters policy with the aim to ensure an environmental-friendly and sustainable utilization of the water resources.

Therefore the future vision proposed by the JSC Energy and Water Transport is related to the modern management and utilization of the Daugava river basin employing the centuries-long historical experience of many countries.

The main goal of the JSC Energy and Water Transport is to develop the Daugava basin (with tributaries of other rivers) by using the river’s economic potential in environmentally-friendly way, including the power, transportation and other opportunities, as well as to preserve its unique environment and to make the Daugava River basin more available for economically active activities and recreation in correspondence with the Directive 2000/60/EC of the European Parliament and the Council of 23 October, 2000, (Water Framework Directive), and other EU regulatory documents
